The Reunification Hall (Independence Palace) is undertaking joint ventures and associations for the purpose of organizing and operating accommodation (lodging), dining services, and other services as permitted by law, and will not use public assets for real estate business purposes.
Joint Venture/Association Conditions and Purposes:

The joint venture/association must comply with the regulations stated in Decision No. 709/QD-VPCP dated June 14, 2013, issued by the Minister, Chairman of the Government Office.

The purpose of the joint venture/association is to increase the efficiency of public asset utilization, yield higher effectiveness in providing functional public services and assigned services, and generate revenue for the State budget while meeting the tasks assigned by the State.

The joint venture/association partner is responsible for using the joint venture/association assets strictly for their intended purpose, and is responsible for maintenance, upkeep, and repair of the facilities during the usage period.

The joint venture/association organization shall proactively settle all matters regarding the joint venture/association activities; fully comply with obligations regarding taxes, fees, levies, and other financial obligations to the State as regulated by law.

The partner is also responsible for all costs arising during the operational process as stipulated in the Proposal and the Joint Venture/Association Contract agreement.

The joint venture/association is permitted to use the labor force of the Reunification Hall (provided the personnel meet the requirements and with the consent of all participating parties in the joint venture/association). The rights of individuals from the unit participating in the joint venture/association shall be fully guaranteed, similar to those directly employed by the joint venture.

The partner must coordinate with the Reunification Hall to strictly comply with regulations on fire prevention and fighting, security and order, and environmental protection in the joint venture/association area; jointly control the management and use of the facilities in the joint venture/association operation; and appoint personnel to participate in the joint venture/association’s activities.

The maximum duration for the joint venture/association is 10 years.
